Cycling in a skirt – the Taliban says “No”

A woman riding her bike in New York City is stopped by a policeman. Why? She was wearing a skirt, and the policeman said that her exposed skin may be a distraction to motorists and cause them to crash. He threatened to fine her and told her to change into trousers!

Is this a case of sexual harassment and abuse of power by a New York police officer against a female cyclist, or is it possible that this cop really believes he was acting in the public interest? If the cop was genuine his action seems more suitable to Afghanistan’s Taliban than the land of the free.
